One of the major challenges faced by governments across the world is today is the ability to correctly identify individuals, prevent identification theft and make it easier for individuals to not only deal with the State, but also to help confirm their identification when dealing with other organizations such as Banks. Furthermore, the ability to accurately identify an individual plays a critical role in law enforcement and enforcing immigration controls. The recent threats posed by the spread of global terrorism have increased the need for secure Identification documents.

Our research has shown that the vast majority of countries who produce Identity Cards generate either plain paper / laminated cards which are relatively easy to forge.

National Identity Cards
Governments are responsible of reliably identifying members of the population to ensure public safety, offer services, issue welfare benefits and control immigration. Smart national ID cards can engage all these issues, by storing, protecting and managing citizen identity credentials on a secure chip. Governments now have the need for new and more effective means of identification for their citizens. Traditional paper and conventional identification cards are no longer sufficient to ensure the correct identity of an individual. They can easily become subject to unauthorized reproduction and fraudulent use, resulting in illegal activity, uncollected fees and identity theft. Moreover, they do not enable secure use of e-Government services. Smart national ID cards are the answer to these security concerns, using the latest technology to prevent counterfeiters. The card body, made from high durable plastic, incorporates advanced visual security features that reduce counterfeiting risks. Furthermore, the chip provides unmatched security to store personal information while protecting privacy, and also enables off- and online identification by using photographs, digital signatures, and bio-metrics.

Longer life cycle
The chip in the smart national ID card also offers the opportunity to introduce new online Government services to a population, such as administrative paper requests, tax filing, electronic voting, etc. Manual data entry, redundant paperwork and related operations can be kept to a minimum thanks to more automated processes, making better use of the resources available, which ultimately allows Governments to increase the quality of service to its people. Moreover, the smart national ID card’s multi-application and post issuance capabilities allow new applications to be deployed at a later stage, reducing the hurdle to roll out a new program, and the cost of re-issuing ID cards.

Privacy protection
With smart national ID cards, citizens have full control of their data, which are protected by a unique PIN and/or the owner’s biometrics (e.g. fingerprint, iris). Access to identity data is restricted to authorized Government employees (e.g. police, administration), so that online services can be used in confidence. Moreover, all the ID card information does not need to be revealed every time. A smart ID card will show the cardholder’s name and address to a police officer, while to a retail shop owner selling alcohol or tobacco, it will only present the age.

Wide array of functions
Several technological options are available for smart national ID cards, depending on the scope of the application. Two main types of interfaces to the card reading equipment are available: contactless cards work for ID verification by police forces using mobile equipment, but contact cards are required for web-based Government services. Both technologies can be embedded in a single card body. A smart national ID card can also be a component of a Public Key Infrastructure (PKI), enabling strong authentication and digital signatures, which are essential for e-Government services. Biometrics recognition can add an extra layer of security, and becomes important for key applications such as immigration.

Complete ID infrastructure
A smart national ID card scheme is more than just producing cards. It is a complete infrastructure: from enrollment of citizens, to card issuance and management of applications after the card is in operation. This requires cards, readers, front and back-end systems, consulting, and support services to ensure a seamless and successful deployment.
